Irregular Warfare Center Support Services contract will support the
Irregular Warfare Center (IWC) under the Defense Security
Cooperation Agency (DSCA). The contract will provide technical,
academic, logistical, and administrative services to expand the
IWC's curriculum, event development, and partnerships. Key
objectives include aligning Department of Defense education on
irregular warfare, facilitating research, engaging with
governmental and non-governmental entities, and supporting
interagency collaboration. The contract requires personnel with or
with the ability to obtain security clearances and spans a base
year with two option years. Please note this solicitation is
currently in the proposal stage.Position Summary:The Program
Manager will serve as the primary liaison between the contractor
team and the Irregular Warfare Center (IWC) leadership. The Program
Manager will be responsible for overseeing all program activities,
ensuring deliverables are met and maintaining compliance with
contract requirements. Additionally, they will lead the development
of strategic initiatives, manage risk, and ensure that all program
objectives align with the IWC's mission. The role will also involve
direct engagement with high-level DoD officials, interagency
partners, and international stakeholders to support IWC's expansion
in curriculum development, research coordination, and operational
execution.Responsibilities:
- Provide senior-level program management support to the IWC
Director and Deputy Director.
- Oversee administrative, technical, management, and academic
support project staff.
- Serve as the single point of contact for all support
activities, deliverables, and work project schedules.
- Adhere to scope, schedule, and budget.
- Ensure timely completion of all contract deliverables including
monthly financial and travel reports.
- Provide technical, administrative, and analytical assistance in
designing, organizing, and executing various IW activities.
- Develop and implement a Project Plan aligning with IWC's
mission.
- Oversee successful tracking of budgets, invoices, and project
status.
- Provide strategic direction for IWC operations, supporting
engagements with DoD, interagency, allies and partners.
- Ensure quality assurance throughout the project and compliance
with DoD policies and regulations and performance standards related
to program execution.
- Draft and finalize transition plans for key programmatic
changes.
- Oversee the coordination of senior executive support
activities, including briefing senior officials and conducting
outreach efforts.
- Advance the understanding of IW concepts and doctrine.
- Identify and mitigate risks associated with program execution
and delivery.
- Foster a collaborative environment among cross-functional teams
to enhance operational efficiency and effectiveness.Qualifications:
- Bachelor's degree and master's degree in National Security,
International Relations, or Business (or 20 years of relevant
experience in lieu of master's degree).
- Ten (10) years of Program Management experience leading and
supervising multi-disciplined teams in support of the US Government
(USG) international programs. 10+ years of special operations
experience at tactical and operational levels.
- Ten (10) years of special operations experience at the tactical
and operational levels managing special operations.
- One (1) year experience in at least two (2) of the following
areas: Personnel Management, Administration, Logistics, Planning
and Management, Program Management, Protocol, Public Affairs or
Political Military Affairs.
- Ten (10) years of demonstrated knowledge on Irregular Warfare,
Gray zone activities, functional understanding of the policy
process and Washington D.C. diplomatic and military organizations
and culture, and the ability to interact with senior foreign
representatives.
- Must possess a Top-Secret Clearance.
- Must have a documented PMP or higher-level certificate from a
